Context

T1.6 of Epic neomjs/neo-agent-institution#10 (map v1.1) — unblocked tonight by the neomjs/neo-agent-institution#10/#13448 reconciliation closing (recorded by both stewards, 2026-07-04: floor stays neomjs/neo-agent-institution#9, forward design → neomjs/neo-agent-institution#10 under the SSOT authority). This leaf executes the split's card-side consequence: the fleet-card contract (what a card renders, from which fields, under which render rules) gets one consolidated home in this epic's orbit.

The Problem

Card-definition fragments live in three places: the SSOT artifact's §01 card anatomy (visual), neomjs/neo-agent-institution#9's earlier keeper-view definition work (pre-split), and ADR 0032 §2.3's render rules (schema/render/feedback constraints, PR neomjs/neo#14583). The AgentCard implementation leaf (#14598) needs ONE citable contract — without consolidation, each fragment drifts independently and the anti-lock-in fixtures lose their single source.

The Architectural Reality

The contract is a document leaf (design-system tier), placed per the neomjs/neo#14577 namespace gate (candidate: a design/ sibling of the SSOT artifact).
Contents: field table (identity id · display-name + provenance slot · engine tag as era-metadata · state · lane line · foot meta · controls slot) · data-source per field (roster DTO neomjs/neo#14571 / runtime-status neomjs/neo#14595 / episode data when neomjs/neo-agent-brain#151 lands) · the ADR 0032 bindings stated per field (name≠key · family-as-episode-attribute · state-never-identity) · freshness/degrade rules per the neomjs/neo-agent-institution#8 ledger discipline.
Anything neomjs/neo-agent-institution#9 retains (harness shell/nav definitions) is explicitly OUT — the split's boundary, cited.

The Fix

One PR: the card-contract document + a conformance checklist the neomjs/neo#14598 spec suite consumes (each contract row → one fixture). Deltas from the SSOT artifact = recorded design decisions per the epic rule.

Acceptance Criteria

One contract doc: field table + per-field source + per-field ADR 0032 binding + degrade rule.
neomjs/neo-agent-institution#9-retained scope explicitly listed as out (the split boundary, cited to both stewards' closure).
Conformance checklist maps 1:1 to neomjs/neo#14598's planned fixtures.
Design-authority review (Grace) recorded before merge.
