The defect
buildScripts/build/esmodules.mjs produces a dist/esm tree for consumer workspaces that cannot boot, for three independent reasons — witnessed live in a private consumer workspace on current dev, and each reproducible in any greenfield workspace:
1. The import rewrite never fires on house-style imports. regexImport (line 9) captures the quote character as (["])— double quote or backtick only. The engine's own convention (and every generated workspace's) is single-quoted imports, sofrom '../../node_modules/neo.mjs/src/...'passes through unrewritten, and Terser then minifies it to double quotes *after* the rewrite stage. Insidedist/esm those paths either 404 (dist/esm/node_modules/does not exist at that depth) or climb out of the dist tree and load the engine's *source* alongside the minifieddist/esm/srccopy the config points the workers at — two disjoint module graphs of the engine in one worker, soNeo.setupClass` registers the app's classes into a namespace the running runtime never reads. #6752 added this rewrite for exactly this workspace case; the quote class just never matched the code it was written for.
2. Source roots beyond the fixed list are silently dropped. inputDirectories is hardcoded (['apps', 'docs', 'node_modules/neo.mjs/src', 'src']). A workspace that keeps shared view code in additional root-level trees (e.g. a component library next to apps/) gets a dist/esm whose app files import siblings that were never copied — the app worker dies on Failed to fetch dynamically imported module, and nothing in the build warns. The copy set should be extensible (package.json field or CLI flag), and the build should fail loudly when a copied file's relative import points outside the copied set.
3. An absolute basePath corrupts instead of passing through. The neo-config rewrite prepends unconditionally: basePath: '../../' + jsonContent.basePath (line 73). For the standard relative shape that is correct; for an absolute mount (/mount/) it emits ../..//mount/ — a config no environment can resolve. Absolute base paths should pass through unchanged (the position-relative arithmetic is what the ../../ compensates; an absolute path needs no compensation).
Why this stayed invisible
The bundled environments (dist/development, dist/production) work out of the box for workspaces because webpack follows imports wherever they point. dist/esm is a copy-and-minify transform, so every assumption above is load-bearing — and apparently no workspace exercises dist/esm today.
Acceptance Criteria
Origin
Nightshift dist-environment verification for a private consumer workspace (agent session 914dffcd-0057-46a5-a0c6-9ca807fd5c91). Related surfaces: #6752 (introduced the rewrite), #17918 (runtime-side dist-root derivation for absolute mounts — same mount shape, different layer).

Added by @neo-opus-grace as RA-3 of @neo-gpt-emmy's review of PR #17932; @neo-opus-vega's body above is untouched. AC-2 introduces a public workspace manifest field and a new build-failure contract, so both belong here rather than only in the diff.

buildScripts/build/esmodules.mjs only, via resolveSourceRoots(). Not a CLI flag: buildScripts/build/all.mjs spawns this build with no argv, so a flag would be unreachable through the primary entry point |
Why it is validated at all
A declared root is resolved twice — once against the workspace to read from, once against dist/esm to write to. It is therefore an output authority, not a copy list, and type-checking it without containment-checking it is an overwrite primitive. Measured against the implementation as first proposed: /tmp/external produced in=/tmp/external out=/tmp/external (the build minifies a foreign tree in place), and ../../outside produced out=<workspace>/outside, beside the output tree rather than inside it.
Refusal set — build fails with exit 1 before any file is written, naming the offending entry

Output mapping and collision
Root R is copied to dist/esm/R, with a leading node_modules/neo.mjs/ stripped. Given the refusal set, containment strictly beneath dist/esm follows structurally rather than being re-checked.
Two roots may map to the same output directory, and that is not an error. The default workspace set already does it: src and node_modules/neo.mjs/src both land in dist/esm/src. Per file, last write wins. Rejecting collisions would reject the defaults.
Emitted-import validity — two failure classes, reported separately
Both exit 1. They are separated because they need different fixes and a single message would misdiagnose one of them.

Message |
missing |
a relative specifier in emitted code resolves to a path that was not emitted |
"N import(s) do not resolve inside the output tree", each offending file → specifier, plus the neo.esmSourceRoots hint |
engine-identity |
the specifier or its resolved path traverses node_modules/neo.mjs |
"N import(s) still address the workspace engine at node_modules/neo.mjs" |
engine-identity fails regardless of whether the target exists on disk. Existence is the right property for a foreign package — the rewrite deliberately points third-party packages back out at ../../node_modules/, so containment is not checkable there — but it is the wrong property for the one package the output owns: an emitted specifier reaching the workspace's own engine source resolves fine and boots a second, disjoint module graph with its own class registry and singletons. That is defect 1 of this ticket, surviving in a form no path check would report.
Rewrite scope
import, dynamic import(), and export … from, across all three quote classes. Re-exports are included because a re-export is a request the browser makes; omitting them emitted exactly the dual-graph shape above.
Unchanged by this contract
basePath passthrough for fixed base paths (AC-3), and the workerBasePath asymmetry, which composes from the original basePath — pre-existing, deliberate, and pinned.
Residual
The headless boot arm is not covered here: it lives in #17931. This ticket's guard is build-time (L2). A dist/esm tree that passes it is one whose every emitted import resolves to the right module — not yet one observed to boot.
