Context

The 13.2 notes (.github/RELEASE_NOTES/v13.2.0.md, banner "iteration 3 of N") were last swept up to 6fd8f8b774 by #19226 (closed 2026-09-25). The #14800 cut list keeps that commit as the start of the sweep at the cut. The cut has not happened yet. Measured at 036cb05a40, dev has 90 first-parent commits since then, and 37 of them touch engine paths (src, apps, examples, resources/scss).

Sweeps:

  • Live: the latest 20 open neo issues at 2026-10-05T09:41Z; no equivalent.
  • A2A: the latest 30 messages in all read states; no claim on the notes.
  • Memory Core: #19185 and #19226 already ran interim sweeps between iterations, and the cut list holds the last sweep point for the cut.
  • Own assignments: #14800 (the parent) and #15000 (unrelated).

The Problem

Ten days of engine work are not in the notes. The release-notes discipline prices mining by how cold the arcs have gone. The window carries at least three arcs that tell a story:

  • The cross-window dock vessel: conversion, park and replay (#19241, #19243, #19278, #19296, #19350, #19186), and the Workstation's popup return (#19273, #19264, #19279). This is cornerstone 4's "a second window never kills the first".
  • Neo.canvas.GraphScene: a WebGL2 graph scene on the canvas worker with a foveated LOD (#19261, #19295, #19290). With it, SharedCanvas now pauses while its window is hidden (#19336).
  • Grid and data: grid.Body's scrollEdge, and Store appends that keep their results and scroll position (#19356, #19359, #19368).

The rest are fixes a user may notice (main-thread input #19303 / #19305 / #19220, draggable focus, tooltip, tab overflow, markdown list start) or internal changes.

A sweep that only adds lines can leave stale numbers behind. #19354 moved the dock header actions into plugin/HeaderActions.mjs, which can change the dock-package figures chapter 1 measured.

The Architectural Reality

  • .github/RELEASE_NOTES/v13.2.0.md is the authored path that publish.mjs reads (release-notes-workflow.md §6).
  • The #14800 cut list sets the method:
    • a line for each merge that changes what a 13.2 user sees;
    • an upgrade row for each behaviour change;
    • everything else goes to the Full Changelog. The Full Changelog instrument on #14800 partitions by title scope, then by changed paths.
  • Scope is engine-only (#14800, scope ruling 2026-09-23). The window's docs(adr), docs(agentos) and dependency bumps either ride the Full Changelog or fall outside the engine line.

The Fix

One iteration PR on v13.2.0.md:

  1. Disposition every engine-path first-parent merge in 6fd8f8b774..<PR base>: a chapter line with its PR link, an upgrade row, or the Full Changelog bucket.
  2. Mine each arc that earns more than a line (one Memory Core sweep per arc) before writing it.
  3. Re-measure, at the PR base, the chapter figures this window can move (dock package modules and lines, Workspace.mjs size), and name the instrument.
  4. Move the banner to "iteration 4 of N", and move the #14800 cut list's sweep point to the PR base.

Acceptance Criteria

  • Every engine-path first-parent merge in the window is dispositioned, and the PR body gives the count for each disposition.
  • Every new claim links its PR. Every number the window could move is re-measured at the PR base, with the command shown.
  • Any added Mermaid renders (TD for chains longer than ~5 nodes).
  • The banner reads iteration 4, and the #14800 cut list names the new sweep point.
  • A cross-family review approves before the merge.

Out of Scope

  • The cut itself: designations, final counts, and re-pointing blob/dev links to the tag (the #14800 cut list).
  • The Brain and Institution lines: each writes its own notes.
  • #19166: the portal and its generators still read the deleted mirror.
