Sweep the 13.2 notes' merges since cec2fcce84

Context

The 13.2 notes (.github/RELEASE_NOTES/v13.2.0.md) were last swept up to cec2fcce84 by #19431 (PR #19432, merged 2026-10-06). The #14800 cut list keeps that commit as the start of the sweep at the cut, and the cut has not happened. Measured at d75cc68543, dev has 23 first-parent merges after #19432. 13 change engine source (src/, apps/, examples/, the package build), 3 only tests, 4 bump dependencies, and 3 touch agent substrate (.codex/, learn/agentos/).

Sweeps:

  • Live: the latest 20 open neo issues at 2026-10-09T05:20Z; no equivalent.
  • A2A: the latest 30 messages, all read states; no claim on the notes.
  • Memory Core: "13.2 release notes iteration sweep…", 5 results; the cut list sets the method, and nothing contradicts it.
  • Own assignments: #14800 (the parent) and #15000 (unrelated).

The Problem

The 13 engine merges from 2026-10-06 to 2026-10-08 have no disposition in the notes. Their subjects name changes a 13.2 user can see:

  • VDom: settlement failures isolated from newer work (#19479); every disjoint batch root protected (#19468).
  • Dock Layouts and the Workstation: converted popups stay under the pointer (#19458); closed popup widgets return once (#19464); a tear-out without a cross-window sort group says so (#19449); the tour enters through resetTopology (#19443); distinct header handle boundaries in drag (#19466); a grid keeps its scroll extent before a header lift (#19463); the dashboard demo's header proof and tour cues (#19469).
  • Components and data: the DateSelector's day-view rebuild defers during a month transition (#19447); workspace connection URLs resolve from the document base (#19435).
  • Portal: the dist/development and dist/production tabs open DevIndex's own entries (#19434).
  • Package: source-only npm packages are validated (#19471), next to the package chapter's claim that the package ships no generated bundles.

The Architectural Reality

  • .github/RELEASE_NOTES/v13.2.0.md is the authored path that publish.mjs reads (release-notes-workflow.md §6).
  • The #14800 cut list sets the method: a line for each merge that changes what a 13.2 user sees, an upgrade row for each behaviour change, and everything else in the Full Changelog. The scope is engine-only (ruling of 2026-09-23).

The Fix

One iteration PR on v13.2.0.md:

  1. Disposition every first-parent merge after #19432 in cec2fcce84..<PR base>: a chapter line with its PR link, an upgrade row, or the Full Changelog. Each line is written from its PR, never from the subject alone.
  2. Re-read the claim-reply line's live state (cut list item 7) and bound it again.
  3. Move the banner to "iteration 6 of N", and move the cut list's sweep point to the PR base.

Acceptance Criteria

  • Every first-parent merge in the window is dispositioned, and the PR body gives the count for each disposition.
  • Every new claim links its PR and matches what the PR changed.
  • The claim-reply line states the live state, with a link or a bound.
  • The banner reads iteration 6, and the #14800 cut list names the new sweep point.
  • A cross-family review approves before the merge.

Out of Scope

  • The cut itself: designations, final counts, and re-pointing blob/dev links to the tag (the #14800 cut list).
  • A fresh pages dry run at the cut commit: #19047's recipe, asked of its author.
  • The Brain and Institution lines: each writes its own notes.
