Context

The operator's verdict on the iteration-6 draft (recorded on #14800, comment 6080548526) named the repositories split as the first of the release's three heroes. The draft had no chapter for it and framed it as a subtraction: "roughly 995 Engine PRs … after separating the Agent OS and Fleet Manager work". #19487 (the three-hero spine, #19486) gives the split its chapter, seeds it with the facts that sat in Package and Extend, and marks the seed for replacement by this leaf.

The Problem

The seed lists what moved. It does not answer the three questions a reader brings to this chapter:

  • Why the Engine left the Agent OS and the Fleet Manager behind.
  • How the move ran inside a release window.
  • What someone installing or contributing gets now.

The scale belongs here as well. Since 13.1.0 was published (2026-07-03 21:40:28Z), 2,914 PRs have merged across the org, 2,141 of them in neomjs/neo (GitHub search, 2026-10-09 12:48Z).

The Architectural Reality

  • Surface: .github/RELEASE_NOTES/v13.2.0.md, the chapter ## 🧬 The repositories split: the Engine on its own line. At #19487's head c2f8f52fc2 it holds the seed marker and two paragraphs. publish.mjs requires this file.

  • Repository homes created in the window (GitHub createdAt): devindex 2026-08-19, neo-agent-brain 08-23, neo-agent-skills 08-25, neo-agent-institution 08-26, github-content-sync 09-19.

  • What left the Engine:

    • the DevIndex app (#17429, 08-20);
    • the received Brain implementation (#17806, 08-26);
    • the Fleet Manager duplication (#17810, 08-27);
    • the resources/content mirror (#19322).

    The Engine builds with the Brain absent (#17506), and the package-contents guard (#17253) keeps the corpus and plane state out of npm pack. The README maps the repository homes (#17812).

  • Bar: the release-notes skill's §3 (mine each arc before drafting), §4 (every claim anchored to its primary), §5 (cross-family review). Mermaid is flowchart TD, render-verified.

The Fix

Replace the seed (the marker and its two paragraphs) with one chapter in four beats:

  1. Why: the product reason. The Engine releases on its own line, and the Agent OS and the Fleet Manager on theirs. The Engine package builds and tests without the Brain.
  2. How it ran: the homes and removals in order, with dates. The turning points, reversals and repairs come from Memory Core mining. The chapter ends on an honest bound: what is still unfinished at the cut.
  3. What you install or clone now: the npm neo.mjs contents, verified by npm pack --dry-run at the head, and where the Agent OS, the Fleet Manager and the skills come from.
  4. A map of the repository homes: a flowchart TD Mermaid diagram, render-verified.

Only the chapter changes. The PR opens after #19487 merges, because the seed lives there.

Acceptance Criteria

  • AC-1 The seed marker and its two paragraphs are gone. One chapter in their place covers why, how, what a consumer installs, and the repository map. No other section changes.
  • AC-2 Every factual claim links its primary (a PR, ticket or commit, or a measurement with its source and date), checked at writing time. The seed's anchors survive or give way to stronger ones.
  • AC-3 The install beat matches npm pack --dry-run at the PR head, as recorded in the PR body.
  • AC-4 The map is flowchart TD and renders; the render proof is in the PR body.
  • AC-5 The PR body records the mining behind the chapter: the queries and what they surfaced.
  • AC-6 A cross-family review approves before merge.

Out of Scope

The TL;DR, "13.2 in 2 Minutes" and the other chapters (#19486); the screenshots (their own #14800 leaf); the scope recount and Full Changelog at the cut; the split's own unfinished work, which its repositories track.

Avoided Traps

  • The subtraction frame. The split is the release's first hero, not a deduction from the Engine's count (release-notes skill §1, rule 4).
  • Restating the seed. A list of moves is what the operator called unreadable. The chapter narrates them, and the links carry the detail.
