Sweep the 13.2 notes' merges since c09b6c7107

Context

The 13.2 notes (.github/RELEASE_NOTES/v13.2.0.md) were last swept through c09b6c7107 by #19557 (PR #19558, merged 2026-10-10). Since then dev has 15 first-parent merges up to f1fbfe5c08, one of them #19558 itself. Emmy's v13.2 release audit (A2A, 2026-10-11 03:35Z) counts the same 15 and has the native film complete at f1fbfe5c08. Step 5 of #14800's cut order (6097885253) is the notes re-review; this is its next sweep.

The Problem

The release's public account does not yet disposition 14 merges:

• two Dock changes: the torn-out window's size and the registered vessel classes;
• two Grid fixes;
• a Store API addition (continuation intent on data assignment);
• two SharedCanvas fixes;
• the film's close.

The header's Release Type and Stability still read "pending"; they are the operator's call at the cut.

The Architectural Reality

• The film merges change the demo app (apps/workstation), not the Engine API. Their lines belong where the notes tell the Workstation story, or in the Full Changelog.
• Chapters in play: Dock Layouts and multi-window, Grid cell editing, Also in 13.2, Upgrading from 13.1.

The Fix

1. Disposition every first-parent merge in c09b6c7107..<PR base>: a chapter line with its PR link, an upgrade row, or the Full Changelog. Write each line from its PR, never from the subject alone.
2. Leave Release Type, Stability, the final scope count and the Full Changelog to the cut.

Acceptance Criteria

• AC-1 Every first-parent merge in the range has a disposition, listed in the PR body.
• AC-2 The notes' link guard passes, and the Portal renders the changed chapters.
• AC-3 Release Type and Stability stay pending until the operator sets them.

Out of Scope

The cut itself, the FM update and drop-zone check (cut steps 3–4), the film's composition (#15252), and #19591 if it merges after the PR base.

Sweeps: the latest 20 open neo issues at 03:47Z show no notes leaf. An open-PR search for release notes finds none. Emmy's audit DM explicitly claims no notes ownership. My own open assignments: none on the notes.
