Context
The operator, 2026-10-11 ~19:30Z (relayed by Ada as lanes, A–E): the README and the ADRs still carry pre-split, even pre-Fleet-Manager content. Update what no longer matches, against one apex: Body = neomjs/neo (the Engine); Brain = neomjs/neo-agent-brain (the Agent OS, the backend: MCP servers, Memory Core, Knowledge Base, graph, Dream Mode), where nobody "lives"; Institution = neomjs/neo-agent-institution (the Fleet Manager, the app that starts the harnesses and connects through the Neural Link). The team builds all three. This is lane B: the ADRs in the Engine.
The Problem
Twelve ADRs remain in learn/agentos/decisions:
- ADR 0018, the identity model, defines the structure beneath the apex as Body
/src/ + Brain /ai/, with the Brain holding "the entire Agent OS (… institution …)" (OD-1), and the Swarm inside the Brain (OD-3).
- Five are Fleet Manager decisions in the Engine's record: 0020 (agent harness), 0032 (cockpit render model), 0034 (Electron shell), 0037 (FM outward door; it still says "all engine, Fleet Manager, and Electron-wrapper product source stays in
neomjs/neo") and 0038 (FM client topology).
- 0031 composes the seam table on the 0018 scaffold.
- 0004 names
ai/ paths for a content pipeline that moved to github-content-sync.
The Fix
- ADR 0018: an OD-4 amendment recording the post-split structure from the operator's words, superseding OD-1's
BRAIN (/ai/) structure line and OD-3's "Swarm inside the Brain". It also gets a Status-table row. The apex line itself is untouched.
- 0004, 0020, 0031, 0032, 0034, 0037, 0038: one "After the split" row in each metadata table: where the product or path lives now, with the split PR as the anchor. History is not rewritten.
Scope: learn/agentos/decisions/*.md only.
Acceptance Criteria
Out of Scope
The README and learn/benefits (lane A, Ada), the Brain's README (lane C), the Fleet Manager's README (lane D), the AGENTS identity anchor's generator source (lane E, the operator's), and moving the Fleet Manager ADRs into the Institution's repository.

Sweeps: the latest open neo issues at 19:36Z hold no ADR-drift item. The A2A lane board (Ada, 19:33Z) lists lane B as open, and I claimed it at 19:35Z.
