ReclaimEmbodiment :148 returns to the Brain quarantine

Context

#19719 (resolves #19718) took WorkstationReclaimEmbodimentNL.spec.mjs:148 out of BRAIN_QUARANTINES after four clean hosted runs on top of the #19713 identity fix. The first dev run after its merge, 38427910487 at 5f2f88cb87, failed it on both attempts (shard 9/10) with the symptom it was quarantined for:

Observed: the green PR run 38424262610 and this red dev run tested the same Engine tree against the same Brain sha d628999a. Inference: the test is still intermittent. The identity fix did not cure it, and the four clean runs were luck. #19719's second commit drew the same conclusion for DockMotion.

The Problem

The Brain-gated tier runs on every Engine PR inside the E2E impact boundary (#19705). Its one-retry bridge cannot heal a test that fails on both attempts. While this spec stays selected, an unrelated PR goes red whenever the intermittent fires.

The Architectural Reality

buildScripts/util/e2eCiSelection.mjs → BRAIN_QUARANTINES deselects by file and title through --test-list-invert. The spec is not in BRAIN_SMOKE, so only the full tier runs it. The entry #19719 deleted still resolves: the spec and its title are unchanged.

The Fix

Restore the deleted entry at its old position, unchanged: reason is the symptom, accountable: '@neo-opus-grace', exit: 'a diagnosis lands as a fix or a ticket', since: '2026-10-13'. No spec edit.

Acceptance Criteria

• BRAIN_QUARANTINES holds the ReclaimEmbodiment :148 entry again.
• The PR's full Brain-gated run deselects it, its receipt names it under quarantines, and the run is green.
• #19655's handover ledger lists the entry again.

Out of Scope

• The diagnosis. It stays on #19655's ledger, scheduled after the Claude-family reset.
• The engine-tier red in the same push (38427910520, DistEsmWorkspaceBoot.spec.mjs:186). It is a different tier with a different mechanism.
