Phase 2: Migrate Graph Service and OpenAPI to memory-core

Completed alongside #9667 in commit 8bf9575a6. Phase 2 fully functional.
Moves the `GraphService.mjs` file, its config paths, and Open API tools directly into the `memory-core` folder logic as dictated by Epic #9666.
