Stage the engine's 13.2 release notes, iteration 1

Context

This is a leaf of #14800, the engine's 13.2 release notes. Its scope was ruled in comment 5791872850 on 2026-09-23, and it is roadmap cornerstone 6 in PR #19068.

The release-notes workflow (§1) says iteration 1 merges deliberately early as a staging document on dev, carrying a banner. Later iterations then refine it one mined arc at a time.

The Problem

• No staging file exists. On dev@9dcc4ef088, the flat root of resources/content/release-notes/ holds only _index.json. publish.mjs stops at pre-flight without v<version>.md (buildScripts/release/publish.mjs:126-130).
• The window is large and cooling. Since v13.1.0 (615d76e7d2, 2026-07-03) 1,953 PRs have merged; the scope ruling has the breakdown. Two engine hero chapters are already deposited on #14800:
  • the July dock tear-out (deposit 6, Arc A);
  • grid-native cell editing (2026-09-19).
• Nothing is drafted yet. The dock rewrite that followed the tear-out (D#17818 → #17836 … #18303) has not been mined. The tear-out itself merged on 2026-07-18 and 07-19 (#15408 → #15578), nine weeks ago.

The Architectural Reality

• Version. publish.mjs takes the version from package.json (13.1.0 today). The bump to 13.2.0 belongs to the cut, not to this leaf.
• Orphan guard. test/playwright/unit/buildScripts/release/PublishReleaseNoteOrphan.spec.mjs flags only a flat note lingering beside its chunk-N mirror, so a staging note passes.
• Commit hooks. Husky classifies resources/content/release-notes/** as sync data. The workflow (§6.6) commits the staging note as a single file with --no-verify.
• Release index. buildScripts/docs/index/release.mjs:62 scans **/*.md, flat root included, so a regenerated index would list the draft as 13.2.0.
  • Pages does not regenerate indexes today (#19047 defect 4).
  • Once #19047 adds that step, a pre-cut deploy would list the draft. This is flagged to #19047's owner and not fixed here.
• Path move. D#19051's R1 moves the authored path out of resources/content/ after 13.2. This leaf uses today's contract.

The Fix

One new file, resources/content/release-notes/v13.2.0.md:

1. Header block. # Neo.mjs v13.2.0 Release Notes, plus Release Type / Stability / Upgrade Path lines marked as unconfirmed. The operator confirms these at the cut (workflow §4).
2. Banner. > **Status: iteration 1 of N — a deliberately-early draft.**, followed by the chapters still to be mined.
3. TL;DR and "13.2 in 2 Minutes". The engine's first release after the split, positioned against v13.1. The window numbers are marked for regeneration at the cut.
4. Chapter 1, Dock Layouts, built and then rebuilt. Written from Arc A plus a fresh mining sweep of the rewrite and multi-window transactions (#17836, #18151, #18304, #18474, #18605, #18303, #18456).
5. Chapter 2, grid-native cell editing. Written from the 2026-09-19 deposit (#18762).

Acceptance Criteria

• AC-1 v13.2.0.md sits at the flat root, the commit touches only that file, and PublishReleaseNoteOrphan.spec.mjs is green.
• AC-2 The banner names the pending chapters, and the three designation lines say they are unconfirmed.
• AC-3 Chapters 1 and 2 each meet the precedent bar: a real timeline with clock time, numbers, and a stated honest bound.
• AC-4 Every factual claim links the ticket, PR or commit it rests on (workflow §4).
• AC-5 Any Mermaid diagram is render-verified before merge.
• AC-6 It is reviewed cross-family before merge (workflow §5).

Out of Scope

• Chapters 3–7. They need mining deposits on #14800 first.
• The version bump, prepare.mjs, and the cut, which is human-only.
• The Full Changelog tail. It is regenerated at the cut: the engine mirror stopped syncing on 2026-08-26, so analyzeClosedSinceRelease.mjs would undercount the window today.
• The Brain and Institution arcs (the scope ruling).
• release.mjs's flat-root scan, and the authored-path move (D#19051 R1).

Avoided Traps

• Drafting chapters from ticket titles. A chapter without mining behind it is only a candidate (workflow §3).
• Inferring Release Type or Stability. Those are the operator's call.
• Writing the organism's story. The gate says the notes tell the engine's story.
