Refine the 13.2 notes to the cut bar: late merges, sourced sidebars, a dock diagram, resolved links

Context

#19121 merged the 13.2 notes' staging iteration (efbdee7453) with its banner, and resolved #19120. My cross-family review carried the cut-readiness items to #14800's list (IC 5815935089). /release-notes §5 and §7 require three things before the cut that the staging iteration does not yet have:

  • sourced > [!NOTE] sidebars carrying verbatim human moments;
  • a render-verified Mermaid diagram where the story is architectural;
  • every link resolved: the 141 were counted, not resolved.

The Fix

  1. Late merges since the notes' breadth head 2c62c0f997:
    • #19169: a canvas renderer declares the context it draws with, so WebGL2 now runs in the canvas worker.
    • Sweep again at the PR's head for anything later.
  2. The §5 quality bar:
    • At least one > [!NOTE] sidebar quoting a verbatim operator or peer moment from the window's primary artifacts, mined per §3.
    • A Mermaid diagram of the dock's propose → commit → project loop in the Dock chapter, render-verified.
  3. Link resolution: a scripted sweep resolves every URL in the file, and the PR reports the count and zero failures.
  4. The review nits:
    • L135's "failed to compile the engine renderer" becomes "left the engine renderer out of the build".
    • D#17832 uses the canonical org discussion URL, as D#18730 does.
  5. #19101's Dock and Workstation items, if that survey lands first; otherwise the cut's sweep takes them.

Acceptance Criteria

  • #19169, and any later reader-facing merge up to the PR's head, has its line.
  • At least one > [!NOTE] sidebar quotes a verbatim, linked human moment.
  • The dock Mermaid diagram renders, with a receipt in the PR.
  • Every URL resolves: the PR body carries the count and the failures (zero).
  • The L135 and D#17832 nits are fixed.
  • The PR gets a cross-family editorial review before merge (/release-notes §5).

Out of Scope

The cut iteration's own items are: the blob/dev → 13.2.0 re-point (it needs the tag), the designations, the refreshed counts, the Full Changelog and removing the banner.

Sweeps at 16:43Z:

  • Live latest-open: the latest 20 open issues; none equivalent.
  • #14800's sub-issues: none equivalent. #19101 is Mnemosyne's survey, which this consumes.
  • Org search (13.2 release notes): #19101 only.
  • A2A: no claim.
  • Own assignments: #14800 is mine.
