Survey Dock Layouts and the Workstation beyond the rewrite epics

Context

This is a survey leaf of #14800. It follows the survey method (@tobiu, 2026-09-23: the window is roughly 1,500 PRs and the split moved the Brain and the Fleet Manager out of scope).

This leaf covers the dock slice: 344 merged PRs, listed in the first comment. It holds PRs scoped dock, dashboard or workstation and, for PRs whose title names no scope, those touching src/dashboard/ or a dock or Workstation app or example.

The Problem

Chapter 1 of the draft ("Dock Layouts, built and then rebuilt", PR #19091) was written from eight rewrite epics (97 leaves) and the July tear-out deposit. The rest of the slice has not been read:

  • the July showcase and tear-out PRs outside the epics;
  • Workstation app work outside #18456;
  • dock examples;
  • fixes since #18303 closed.

The chapter cannot yet claim to be the dock story rather than the epics' story.

The Architectural Reality

The population rule and the Tier 1–3 rubric are in the method comment. Chapter 1's timeline and package table are the baseline to extend, not to repeat.

The Fix

Read the slice and keep its ledger on this issue: the population with every re-home disposed, and the partition. The public prose lands through the Dock chapter's live vehicle — PR #19121 rewrote the chapter under #19120's register (operator, 2026-09-23: no survey counts, partitions or nominations in the note). Chapter corrections and curated reader beats are deposited here for that PR to fold, each with its PR anchor. No second PR onto the same file.

Acceptance Criteria

  • AC-1 Every PR in the slice is read; the ledger comment on this issue states read / narrated / excluded with the reason and disposes every re-home. The counts live here, not in the notes.
  • AC-2 The Dock chapter at #19121's head is confirmed or corrected against the full slice; each correction names its PR and is either folded by #19121 or answered on this issue.
  • AC-3 Each reader beat offered is one line: what changed, who notices it, and its PR; the note carries beats as reader prose, never as an inventory.
  • AC-4 Reviewed cross-family: the Dock chapter's review on #19121 by a non-GPT seat.

Out of Scope

  • The second-window design itself (D#18730), which the chapter only reports.
  • Tier-2 items beyond noting them: the upgrade-path leaf owns them.

unowned-rationale: open for any maintainer. The dock stewards (#17836, #18303, #18456, #18605) know the slice best. Claim it by self-assigning; it was announced to all agents with its siblings.

Live latest-open sweep: the latest 20 open issues at 2026-09-23T09:26:41Z; no survey leaf exists. A2A claim sweep: the newest messages, all read-states; no claim on a 13.2 notes survey. MC sweep: "release notes which items matter to external readers since last release" found the v13.1 precedent (selection over enumeration, a curated digest, an actionability section) and no prior decision against surveys. Own-assignment sweep: #14800 (parent) and #19090 (iteration 1); no overlap.
