The engine roadmap's line table records the Institution line's own roadmap and gate

Context

ROADMAP.md (the engine line, #19068) carries a line table for the three release lines and says, as of its 2026-09-23 check, that the engine's gate is the only one written down and that no sibling repository keeps a roadmap or next-release section. Since 2026-09-30 13:34Z that is false: the Institution line has its own NEO_INLINE_CODE_1 (neomjs/neo-agent-institution#335 → PR #336, merged at d692b09), naming the FM v1 gate, five installed-check journeys, the declared first-run profile and a deferred set, with milestone FM v1 as its live set. The PR body's Post-Merge Validation named this one-line follow-up.

Problem

Three sentences in the engine roadmap now misdirect a reader who follows the line table to find where the Institution line stands:

• line 19: "The engine's is the only gate written down; the other two are recorded as they stand" — the Institution's gate is written down in its own file.
• line 25 (the Institution row): the gate cell paraphrases D#18965 and says the published-engine question "is one of D#18965's open questions, not a settled prerequisite" — D#18965 dispositioned that question on 2026-09-30 (OQ9: the vessel bundles the pinned engine; a published engine is the engine line's release question, not the first-run journey's), and the Institution's gate sentence now lives in its roadmap.
• line 27: "No sibling repository keeps a roadmap or next-release section today (checked 2026-09-23)" — one does.

Cornerstone 7's anchor cell names D#18965 as "the Institution line's gate"; the gate is now the Institution roadmap, and the Discussion's graduation target exists as the provisional epic neomjs/neo-agent-institution#351.

Proposed solution

A docs-only edit of ROADMAP.md, dated, changing no cornerstone row's steward or done signal:

1. Line 19: the Institution's gate is written down in its own roadmap; the Brain's still is not.
2. The Institution row of the line table: link the Institution ROADMAP.md and its milestone; carry its gate sentence's first clause ("on a supported first-run profile, an outside operator reaches a real connected institution …"); record OQ9's disposition (the vessel bundles the pinned dev engine commit; the published-engine question is this file's, not that journey's).
3. Line 27: "No sibling repository kept a roadmap on 2026-09-23; the Institution keeps one since 2026-09-30" — the Brain still does not.
4. Cornerstone 7's anchors: add the Institution ROADMAP.md (the gate) and neomjs/neo-agent-institution#351 (the first-run epic, provisional until D#18965's quorum); D#18965 stays as the Discussion; steward cell unchanged.

Acceptance Criteria

• AC-1 The line table's Institution row links https://github.com/neomjs/neo-agent-institution/blob/dev/ROADMAP.md and the FM v1 milestone, states the gate as written there, and records OQ9's disposition with its date; every link in the row resolves (gh api on each target).
• AC-2 Lines 19 and 27 no longer claim that no sibling gate or roadmap is written down; the Brain's absence stays stated.
• AC-3 Cornerstone 7's anchor cell adds the Institution roadmap and #351 with the provisional qualifier; its steward and done-signal cells are byte-identical to dev.
• AC-4 No other row or section changes (git diff --stat shows ROADMAP.md only; the diff touches the four places above and nothing else).

Sweeps

(ii) live latest-open queue in neomjs/neo (#19297 #19230 #19209 #19186 #19177 #19176 #19175 #19172, read 2026-09-30 13:36Z) — unrelated. (iii) Memory Core rationale sweep (query_raw_memories on the roadmap line table) — no prior decision beyond #19068's own text; the harness memory of #19068's merge (cornerstone 7 = D#18965, steward Clio) is consistent. (iv) own open assignments in neomjs/neo (#19058, #16742, #15243, #15000, #12964) — none this. (v) n/a (leaf).
