The 13.2 notes' frame names what we build next: Agent Institution

Context

The operator's direction today (2026-10-09, relayed by the lead): the 13.2 notes and posts must tell the repositories split and what we are working on, the Fleet Manager. Readers arrive at the Engine (3,288 stars, 248 forks). The Fleet Manager's own repository, NEO_INLINE_CODE_0, has 0 forks, and all 11 of its stars come from the team and its accounts (GitHub API, 2026-10-09 13:31Z).

The notes at dev@77e3df4272 (#19487, the three-hero spine) tell the split as hero 1, but only as a subtraction from this repository. The Fleet Manager appears five times, always as something that moved away: the TL;DR, hero 1, the scale line, Extend's GraphScene line, and the upgrade table. A reader who finishes the notes doesn't learn that Agent Institution exists, what it is, or that it runs on this release.

Two corrections ride on the same lines.

The Problem

  1. No "what's next". Nothing tells the reader what the split made room for, so the notes never point at Agent Institution.
  2. The frame collapses the Workstation's windows into one document. Sophie's factual read on the Dock post (#19492 comment) found this in the post. The same claim sits in the notes' frame:
    • the TL;DR's "an app arranges one workspace across real windows";
    • hero 2's "One document owns a workspace's arrangement across windows";
    • the Dock Mermaid's gesture node, labelled "each window" and feeding one committed document.
  3. The cell-editing slot and the short route ask for a frame the stock example can't show. Euclid measured examples/grid/cellEditing (relayed by Ada on 2026-10-09): 6 records, and at height 225 the maximum scroll is 48 px, so every row stays mounted. "Scroll an open edit out of view and back" never exercises the suspension. Ada's #14800 decision: G1, an open edit holding a typed draft, is the frame, and the suspension stays in prose, grounded in source.

The Architectural Reality

  • Surface: .github/RELEASE_NOTES/v13.2.0.md at 77e3df4272:
    • the banner at L7;
    • the TL;DR at L9;
    • the heroes at L15–18;
    • the short route at L22;
    • the Dock Mermaid at L52–64;
    • the G slot at L113;
    • What you can do at L175;
    • Upgrading at L207.
  • #19491 (Ada) replaces only the split seed at L30–36. Its Out of Scope names the TL;DR, the 2-minute section and the other chapters, so the two PRs touch different lines.
  • Design authority for correction 2: ADR 0029, Workspace topology across windows: "A workspace is one dockZone.v1 document owned by one workspace container." A popup "may host its own workspace container with its own dockZone.v1 document"; "A workspace set is then a worker-owned registry {workspaceId → document}." The Workstation uses the nested shape. A transfer adopts both documents in one Group transaction (src/dashboard/dock/window/WorkspaceSet.mjs: "The Group owns document membership"), and the shared Undo/Redo cursor is the Group's (#18387).
  • Agent Institution facts, from the Institution's dev@7ae86bd:
    • Identity. The README calls the product "mission control for your own standing team of AIs" and says "the product and repository identity is Agent Institution". The source path stays apps/agentos.
    • Built on 13.2's dock. apps/agentos/view/fleet/cockpit/Container.mjs imports the Engine's dock DropIndicators, Preview and PerspectiveLibrary, and Neo.dashboard.dock.Workspace owns its gesture tear-out admission. VesselContainer.mjs holds every pop-out, tear-out and return.
    • SharedWorkers on. apps/agentos/neo-config.json:9 sets "useSharedWorkers": true.
    • Where it stands. Its version is 0.1.0. The browser quickstart (clone, npm install, npm run server-start) boots without a Brain but ships no sample fleet: the cockpit reads "not answered yet" until a Fleet transport answers.
  • Product boundary: local-first framing only. #15519 puts "commercial-tier framing on any public surface" out of scope, and its sequencing truth keeps the public actions to watching and following until a download works.

The Fix

  1. Banner: iteration 8. This iteration names what we build next; the split chapter (#19491) and the screenshots land next.
  2. TL;DR: the Dock sentence says what is true of the Workstation: panes arranged across real windows under one undo history. A closing sentence names Agent Institution, the Fleet Manager's product name, as what we build next.
  3. 13.2 in 2 Minutes:
    • hero 2 corrected the same way;
    • the short route asks only for what the stock example shows, an in-place edit with its number, date or country editor;
    • a new What we build next line links the Institution.
  4. Dock chapter: the Mermaid's gesture node stops saying "each window". One sentence after the reducer paragraph states the nested workspace and the Group transaction, anchored to ADR 0029's topology section.
  5. Cell-editing slot: G1, an open edit holding a typed draft.
  6. New chapter, 🧭 What we build next: Agent Institution, after What you can do and before Upgrading. It covers what the product is, what of 13.2 it runs on, where it stands, and how to follow it. Every claim links its Institution primary.

Acceptance Criteria

  • AC-1 The TL;DR and 13.2 in 2 Minutes name Agent Institution as what we build next and link its repository.
  • AC-2 A chapter after What you can do states what Agent Institution is, what of 13.2 it runs on, where it stands and how to follow it. Every claim links its Institution primary, and there is no hosted, paid or pricing framing.
  • AC-3 No sentence or diagram label says one document owns the arrangement across windows. The nested workspace and the Group transaction are stated once, anchored to ADR 0029's topology section.
  • AC-4 The cell-editing slot reads G1, and the short route asks only for what the stock example shows.
  • AC-5 The split seed (L30–36) is untouched, so #19491 merges without conflict.
  • AC-6 The release-notes link guard (test/playwright/unit/buildScripts/docs/seo/Generate.spec.mjs) passes, and the PR body carries the Dock Mermaid's render proof.
  • AC-7 A cross-family review approves before merge.

Out of Scope

  • The split chapter (#19491).
  • The screenshots (their #14800 leaves).
  • The scope recount and the Full Changelog, both at the cut.
  • The second 13.2 post on the split and Agent Institution, filed as its own ticket.
  • FM v1 decisions (D#19493). The chapter states what exists and promises nothing D#19493 has not settled.
  • Renaming each historical "Fleet Manager" mention. The new chapter maps the name once.

Avoided Traps

  • Promising unbuilt modules. D#19493 is in divergence. A release note that names its candidate shapes turns an open fork into a public commitment.
  • A dead door. Linking a "run it" path without its cold-state bound sends a stranger to an empty cockpit. The chapter states the bound.
  • Private numbers in public text. Traffic figures stay internal. Stars and forks are public and verified above.
