Show the two-window and Fleet Manager frames in the 13.2 notes

Context

pages #21 (merged 2026-10-09 16:50Z) hosts the 13.2 notes' second frame batch under resources_pub/website/release-notes/v13.2.0/:

• the two-window Dock stills, cut from #15252's accepted film take on the operator's display;
• the two Fleet Manager frames the operator asked for, an active fleet and the Observatory.

All four main raw URLs answer 200. The notes still hold their placeholders.

The Problem

.github/RELEASE_NOTES/v13.2.0.md on dev carries two slot comments:

• A pane can become a real window waits for the tear-out with both windows in frame;
• What we build next: Agent Institution waits for the cockpit.

The Fix

Each embed is an <img> with a width, like #19506's. The Portal's Markdown wrapper renders an image at its attribute size, so the width is what keeps it inside the column. Each image gets an italic caption that claims only what the frame shows:

• The Dock slot: dock-d3-tear-out.png, the pane leaving the browser as its own window, mid-gesture. Then dock-native-return.png, a torn-out window dragged back over the main window, which paints its drop region.
• The Agent Institution slot: fm-1-fleet.png, the fleet view with agents and live activity. Then fm-2-observatory.png, the Observatory with the golden path lit.

Acceptance Criteria

• AC-1 Both slots are replaced by those four images and their captions. No screenshot slot remains in the notes.
• AC-2 Every caption matches its frame and pages #21's receipts. D3 and the return are credited to the film take on a real desktop; FM-1 and FM-2 to the installed app.
• AC-3 The release-note link scan passes, and marked emits the four <img> with their captions.

Post-Merge Validation

• The notes render the four new images on GitHub, and on the Portal at #14800's cut check.

Out of Scope

The Dock post's own D3 (Grace's follow-up to #19507), and the film (#15252).
