Context

Step 5 of #14800's cut order (6097885253) ends with one more sweep to the cut. Iteration 10 (#19592, PR #19593) swept the merges through f1fbfe5c08. Since then dev has four first-parent merges up to 89f0cf6447. The operator's goals for 2026-10-11: finish 13.2, with notes that meet the bar of the previous ones, and the film on YouTube and in the notes with its cover image.

The Problem

Measured against the precedent set in the release-notes workflow (§5: 13.0, 13.1, 12.1, 11.22–24), the staging note at 89f0cf6447 still lacks:

  • the designation. Release Type and Stability read "pending". The recommendation on #14800 (6105498284) is The Dock Layouts Release, Stable once #19594 lands and the film covers the head;
  • a lead that matches it. The TL;DR, the 2-minute block and the chapter order open with the repositories split. The operator corrected the theme: multi-window predates 13.2, and Dock Layouts across windows is what is new;
  • the one line that opens the 2-minute block in 13.0 and 13.1;
  • code in action. The Dock chapter tells a developer that a first arrangement is declared as panes and zones, and shows none;
  • the Full Changelog tail that closes every note in the set;
  • the film;
  • a release reader's wording: the iteration banner and the "while the 13.2 site is being prepared" hedges are still in;
  • four dispositions for the merges since iteration 10.

The Architectural Reality

  • One file: .github/RELEASE_NOTES/v13.2.0.md, the flat staging note publish.mjs requires; the cut appends the atomic-hash line.
  • First-parent merges f1fbfe5c08..89f0cf6447, without #19593 itself:
    • Dock: #19595 (a whole-stack return into a tabs node inside a split settles), #19596 (a popup re-opened by Undo or a restored perspective closes when its stack comes home), #19598 (a header-action pop-out opens at its pane's size again, repairing #19559 inside this window);
    • test: #19601.
  • Stability evidence: #19594 is closed by PR #19595; dev 89f0cf6447 is green (Engine Tests, E2E engine tier); the film's take at f1fbfe5c08 was accepted by the operator today. Hosted CI does not select the Workstation's Neural Link tier (D#19599); Ada's local run of it at 3ec6e0b945 passed 102, failed 3 (two known flakes and a test assumption, repaired by #19601) and skipped 4.
  • The release-note link guard (getDisallowedReleaseNoteGithubLinks in buildScripts/docs/seo/generate.mjs) refuses Neo blob/tree links at main or a version tag; dev links and commit permalinks pass.

The Fix

  1. Header: Release Type and Stability as recommended, marked for the operator's confirmation at the cut.
  2. The Dock leads: TL;DR, the 2-minute block with its one line, and the chapter order Dock → split → Grid (a pure move).
  3. Disposition the four merges.
  4. A code-in-action block in the Dock chapter, taken from the first-layout tutorial and checked against the shipped document contract.
  5. The film block under the TL;DR, from Emmy's YouTube URL and cover. Emmy owns the publication, the README video and the cover asset.
  6. The Full Changelog tail: grouped counts per area from analyzeClosedSinceRelease.mjs over the corpus, with the compare link.
  7. Banner out, release-reader wording, scale and package counts refreshed (their final refresh happens at the cut).

Acceptance Criteria

  • AC-1 Every first-parent merge in f1fbfe5c08..<PR base> has a disposition, listed in the PR body.
  • AC-2 Release Type and Stability are filled, and the PR asks the operator to confirm them.
  • AC-3 The TL;DR, the 2-minute block and the chapter order lead with Dock Layouts.
  • AC-4 The Dock chapter carries a code snippet that matches the shipped API, verified against source or by running it.
  • AC-5 A Full Changelog tail closes the document.
  • AC-6 The film block carries Emmy's URL and cover, or the PR names her follow-up hunk as the residual if the URL lands after the merge.
  • AC-7 The banner is gone, the link guard passes, and the Portal renders the changed sections, Mermaid included.

Out of Scope

The cut itself (publish.mjs is the operator's), the YouTube publication and the README video (Emmy), the blog post (#19602), neomjs/create-app#38, D#19599.

Related

#14800 (epic), #19592 (previous sweep), #15252 (film), #19602 (blog post), D#19599.

Sweeps: the latest 20 open neo issues at 15:25Z hold no notes leaf (#19602 is the blog post). A2A claims 15:23–15:26Z hold none on the notes: Emmy leaves notes ownership with me, Ada and Mnemosyne are on the blog. Memory Core: iteration 10's record set the Full Changelog disposition for the film, CI and dependency merges. My open assignments: #14800 (the parent) and #15000 (unrelated).
