Context
#19517 embedded the 13.2 release notes' frames at width="760" (D4 at 360). The premise was that the attribute width keeps each image inside the Portal's column, and it rested on one measurement: a 785 px column at a 1440 px viewport. Grace's #19520 then found the blog column at 685 px and switched the posts' wide frames to width="100%".
I measured the release view's column across viewports. Setup: local Portal (neo-dev-server), #/news/releases/13.1.0, the .neo-markdown-component content box.

The column is not monotonic. At 1280 the side navigation collapses, so the column widens; at 1366 the navigation returns.
The Problem
.neo-markdown-image-wrapper keeps an image at its attribute width (max-width: initial, overflow-x: auto, the #8479 design). A 760 px frame therefore scrolls inside its box wherever the column is narrower: 49 px hidden at 1366 and 141 px at 1024. A fixed pixel width cannot fit a responsive column; width="100%" fills it at every width.
The Fix
.github/RELEASE_NOTES/v13.2.0.md: the seven wide frames (D1, D2, D3, the native return, the grid cell edit, FM-1, FM-2) take width="100%". D4 keeps width="360", a narrow frame that fits every measured column. Captions and alt texts are unchanged. GitHub renders width="100%" at its own column width.
